Kiger October 10, 1995 <br />WEST PIT EXCESS SPOIL FILL CONSTRIICTION DPDATE AND CERTIFICATION <br />During the quarter beginning July 1, 1995 and ending September <br />30, 1995, I inspected the area in which the west Pit Excess Spoil <br />Fill is being constructed. The purpose of these inspections was to <br />observe the area in which a small spoil slide was removed, inspect <br />the areas currently being topsoiled by a scraper fleet and final <br />sloped using dozers; inspect the fill for areas of water seepage or <br />surface drainage and to satisfy the requirements of CDMG Rule <br />4.09.1(lla). <br />During the inspections it was observed that the two percent, <br />25 foot wide catch bench ditch at the 7050 elevation was complete <br />and that the bench at the 7150 elevation was under construction; <br />the surface rock drain down the three-to-one slope was complete <br />from the 7025 elevation to the 7050 elevation, and the truck dump <br />had advanced to the point that the 7200 contour was nearly dumped <br />in. During the quarter several other notable events have occurred <br />in the Excess Spoil Fill Area. The following dates reference the <br />major events that have occurred during the quarter. <br />September 29, 1995 - quarterly inspection of the West Pit <br />Excess Spoil Fill <br />During the quarter the two percent ditch that runs across the <br />face of the 3:1 fill at the 7150 elevations was being constructed. <br />During the quarter the face of the fill was topsoiled by a <br />scraper fleet and a truck and loader fleet. The topsoil had been <br />spread between the 7200 contour and the toe of the fill. (see <br />photographs #76 through #82) <br />Attached to this report are my certification that all <br />construction requirements have been met thus far in constructing <br />the West Pit Excess Fill, and the color photographs as required by <br />the CDMG regulations concerning offsite Excess Spoil Fills. <br />0 <br />Stephen R.
