IV. Veeetation Monitoring: <br />The vegetation monitoring for the 13 Right panel was conducted on May 18, 2002 by Ms. <br />Gayle Noonan. Her report is presented in Exhibit 1. This is the initial survey for 13 Right <br />and future surveys will be compared to this one to determine vegetation changes. <br />V. HydroloQic Monitorine: <br />The 13 Right Panel has two alluvial wells and two surface sites associated with it. The <br />sites are shown on the attached map, Designated Locations, Hydrologic Monitoring <br />Program. The upstream alluvial well is designated on the map by the title AVF-13 and the <br />downstream alluvial well by the title AVF -14. The upstream site is known as SW -13 <br />and the downstream site is known as SW - 14. <br />The monitoring did not indicate any significant impacts to Fish Creek due to <br />Twentymile's mining activities. One significant point is the impacts due to the drought <br />conditions experienced in northwest Colorado during 2002. The flows in Fish Creek <br />ceased during the summer months. This was a result of the drought conditions and not <br />TCC's mining activities. The monitoring data is presented on the attached tables. <br />The monitoring program is in-place, and hopefully, 2003 will be a normal year and <br />impacts, or lack thereof, to the system will be detected by the established wells and <br />surface sites. <br />VI. Conclusions: <br />Subsidence monument surveys disclosed no unusual developments during the reporting <br />period. Subsidence magnitudes and projected draw angles were within the anticipated <br />ranges previously documented for the area. <br />Structures remained essentially unaffected during the period with the exception of the <br />predicted impacts to the Union Pacific Railroad and YVEA power line poles. No adverse <br />impacts, i.e. imminent failure of structure, were evident with regard to these structures. <br />The hydrologic monitoring program did not detect any significant adverse impacts to Fish <br />Creek or its alluvium. Drought conditions throughout northwest Colorado significantly <br />impacted regional flows in the Trout Creek Watershed. <br />2002_1 stHaltSubReport Page 2 of 2 09/03/02 <br />
