(IIIvIC). Hopefully the report ]: prepared <br />on in-mine and water treatment improvements and the water quality graph and data <br />summaries provided by Jim Cowart will be helpful to the Division in preparing tl!te revised <br />NPDES permit. <br />The following items summarize our understanding of issues discussed at this meeting: <br />1. We will provide to the Division updates of previous submittals for individual flow <br />data for the Cross Mine discharge, Caribou Mine dischazge, and Coon Track Creek so <br />that the Division may proceed with calculations for the revised NPDES permit. The <br />Division will be reevaluating flow, old and new zinc equations, hazdness, frequency of <br />monitoring, mass vs concentration limits, WET testing requirements, antidegrad:ation, and <br />other factors in preparing the draft permit. <br />2. Since HMC has a leaselpurchase option on the Caribou Mine until January 1998, <br />and since that option requires HMC to continue paying for the NPDES monitoring and <br />reporting, HMC is requesting that the Division combine the Cross and Caribou NPDES <br />permits into one from an allocation standpoint. On an interim basis, this ~~vould be <br />monitored with two discharge points since they are physically separated but would be <br />physically combined via piping within one year. The Cross Mme permit could then be <br />revised so that only one dischazge point would be required. If at any time the purchase <br />option is executed by HMC, then the Caribou Mme NPDES permit could be inactivated. <br />However, if for any reason either HMC or Nederland Mmes cancels the lease~purchase <br />option, then the Caribou NPDES permit would revert to the Caribou Mme owner, and <br />HMC would be relieved of its monitoring and reporting requirements.
