Comparison of the data in the report to the approved reclamation plan in
the permit indicates the operator followed the approved reclamation plan
in 2004. Backfilling and grading was conducted on schedule. Topsoil
Reclamation plan yes was replaced in the approved number of lifts and in the correct
thicknesses. The approved seed mixes and fertilizers were applied at the
approved rates. Irrigation occurred in the appropriate locations.
