New Elk Mine <br />Indications of Potential Failure or Instability: <br />Surface and outslopes of the pile were inspected for visable signs of potential failure or <br />instability. None were observed. <br />Threat to Human Life or Property: <br />Failure could impact persons or equipment on or adjacent to the disposal area. <br />Potential Harm to Land, Air, and Water Resources: <br />Failure could impact the Purgatoire River. <br />Maintenance Required: <br />None required at this time. As pond sediment accumulates, it will need to be spread and <br />graded to ensure drying followed by compaction prior to placing additional lifts. <br />Supporting Documentation: (Compaction tests, surveys, photographs, field measurements). <br />As noted above, a rolling compaction test was conducted on August 2. The area was found to be <br />well compacted with a maximum deflection of only 2" noted on the operational surface of the <br />waste disposal area.
