In response to changes and adjustments in the <br />ventilation system, and also due to the lack of a qualified driller on a timely basis, the TC-3 <br />Degassification Installation has been delayed indefinitely. Following a ventilation <br />evaluation of the Sanborn Creek Mine, a ventilation shaft was planned, permitted, and <br />constructed adjacent to Substation Number 3. <br />1999 Total Permitted Disturbance 92.3 acres <br />Reclaimed Permitted Disturbance 6.75 acres <br />(1)(c) Acres Backfilled and Graded: <br />No additional permitted areas were backfilled and graded during 1999. <br />(1)(d) Acres Topsoiled: <br />No additional permitted areas were [opsoiled during 1999. <br />(1)(e) Acres Seeded or Cultivated: <br />Sanbom Creek Mine Emergency Fire Control Facilities and Activities <br />On January 26, 1999, with the longwall nearing completion of Panel 11 between 18- <br />North and l9-North tailgate and headgate entries, elevated carbon monoxide levels were <br />detected in the Sanbom Creek Mine, indicating a possible mine fire. Consistent with <br />standard safety procedures, a(i miners were evacuated from the mine, and MSHA and the <br />DMG were notified. MSHA immediately assumed control of the situation, mine ventilation <br />fans were shutdown, and emergency measures were implemented to seal [he mine openings. <br />Both the Sanbom Creek Mine portals and the C-Gulch Ventilation shaft were sealed to cut- <br />offair Clow and to minimize the potential for continued propagation of the potential mine <br />fire. Then MSHA directed OMI to proceed with the necessary activities to complete a <br />water flood well and gas monitoring wells extending into the Sanbom Creek Mine and <br />overlying workings. The construction of access roads, staging area, drills pads, and a <br />discharge pond were completed in the A and C Gulch areas. After extensive monitoring, <br />the fire was determined to be under control and the mine was reopened in May of 1999. <br />Reclamation of the staging area and dischazge pond (approximately 2.5 acres) <br />located directly below A gulch, was completed in July of 1999. The side slopes of access <br />roads A and C gtdch were temporarily seeded in October of 1999, final reclamation is <br />planed for the spring of 2000. <br />In November 1999, OMI hydroseeded approximately 11 acres of disturbed area <br />throughout the mine site. The main areas of focus were the steep slopes around [he Wes[ <br />Valley Fill and the Cemetery Access Road. <br />XBOw <br />
