Division Direcror <br />Hayden, CO 81639 <br />Re: Yoast Mine (Permit No. C-94-082) <br />2000 Annual Hydrology Report Review <br />Deaz Mr. Jones: <br />The Division has reviewed Seneca Coal Company's (BCC's) 2000 Annual Hydrology Report <br />(AHR) for the Yoast Mine. The frequency of data collection is in compliance with the approved <br />monitoring plan contained in the permit document. SCC did a good job at collecting and <br />reporting the required data. Samples for water quality analysis could not be collected from a few <br />sites due to dry or low flow conditions. Well YWCU31 was dry at all three attempts to obtain <br />water level information and a sample for laboratory analysis could not be obtained. Water <br />quality samples were not obtained for springs YSPG6 and YSPG10 due to low flow conditions <br />(less than 5 gallons per minute). <br />Changes recently made to the approved monitoring plan include the following. Well YWU17 <br />was abandoned on June 2, 2000 and an abandonment report was submitted to the Division on <br />August 1, 2000. Wells YW 18 and YOV 19 have been mined out. Surface water Site YSSF2 has <br />been removed. NPDES 012 is now constructed, and monitoring at this site replaces Site YSSF2. <br />These changes to monitoring program were documented with the submittal of Technical <br />Revision No. 16, which was approved on July 30, 2001. <br />The Division has the following comments concerning the 2000 AHR. <br />1. SCC has compiled a list of Surface Water Use Agricultural standazds (Table 9) for <br />comparative analysis with surface water samples collected from the Yoast Mine site. As stated <br />in the AHR, these standazds are composed primazily of Colorado Depaztment of Public Health <br />and Environment (CDPHE) Regulation No. 31 standazds and other agency standards. Some <br />standards listed in Regulation No. 31 do apply to the Yoas[ Mine site. Please note that the stream <br />classifications and water quality standards that directly apply to the Yoast Mine aze promulgated <br />in CDPHE Regulation No. 33. Specifically. Stream Segment description 12 and 13d of the <br />Yampa River Basin should be used for determining compliance with water quality <br />
