This letter presents the Division's comments and <br />recommendations regarding the 1995 reports. The operator did an excellent job in <br />collecting and reporting the large quantity of water monitoring data required by the <br />approved monitoring plan. Only very minor deviations from the approved plan were noted <br />for the frequency of data collection. <br />Based on the information provided in the 1995 AHR, there does not appear to be any <br />significant impacts to surface water or shallow alluvial groundwater resulting from mining <br />operations at the Bowie No. 1 Mine. It was noted that MW-] (an upgradient well located <br />east of the loadout) showed higher levels for TDS in the first and fourth quarters of 1995 <br />than MW-3 (a downgradient well located southwest of the coal storage area). Colorado <br />Discharge Permit System (CDPS) limitations were exceeded for TSS, iron, and oil & grease <br />at outfall 002. All other CDPS discharge effluent limitations were met. <br />Water quantity and quality data presented in the 1995 AHR will require minor clarification <br />as described below. The Division has the following comments regarding the 1995 AHR. <br />1. Under numerous sections of the AHR report, it states that water quality <br />parameters measured were consistent with ranges previously established for <br />this site. However, the report does not provide the baseline values previously <br />established for any of the monitoring locations. It would be very helpful to <br />have the baseline values tabulated in the report so that this type of <br />comparison could be readily made. For future AHRs, please list the <br />established baseline values on the same tables as the current hydrology <br />monitoring data for each station. <br />2. On page 8 under Coal Member of Mesaverde, it states that well DH-60 has <br />a 1,040' long tube in it to measure depth to water. Please provide a brief <br />
