Following
are Bear's responses to the Division's concerns.
The alluvial well designation in the permit is the correct
designation. Well AA1 is downstream (west) of the facilities.
Well AA3 is upstream (north) of the facilities.
Monitoring Requirements and Frequency
The Division admonished Bear to take full suite samples from
AA1 and AA3 during the monitoring year, and at approximately
the same time period as the year before. Bear obtained the
samples for these wells on December 20, 1993 (1993 AHR) and
January 2, 1995 (1994 AHR). Bear missed the calendar year by
two days. The sampling was performed at approximately the
same time period as the year before (within 13 days).
The samples collected from AA1 and AA3 are visually inspected
for an oil sheen. No oil sheen has been noted on any of the
samples collected. As for the missing TDS information, the
testing laboratory periodically fails to perform all of the
required tests. Hy the time this fact is discovered by Bear,
it is to late to remedy the situation.
See 1. above.
3. The Division states monitoring for flow and field parameters
was required for the upper and lower french drains during the
1993 monitoring year. This was not the case during 1993. The
subject monitoring requirement was formally incorporated into
the permit by technical revision number 14 dated August 31,
1993. The Division's letter dated July 22, 1993 formally
requested a french drain flow monitoring plan. The french
