Shelton <br />September 30, 1585 <br />Page Two <br />information regarding this revision in a letter from Mr. McArdle dated <br />August 16, 1985. In response to the Division's August letter, the following <br />information is provided. <br />Reclamation of the access road will commence with the completion of the bore- <br />hole/adit reclamation. This reclamation project will be scheduled to <br />coincide with the fall planting season. The access road is 10 to 15 feet <br />wide and 1.3 miles in length, resulting in a disturbed area•of 2.5 acres. <br />Approximately 65q of the access road is located on a steep slope, with the <br />remaining portion of the road occuring on relatively flat ground. The por- <br />tion of the road on the steep slope will be backfilled and graded prior to <br />seeding. Backfilling will be accomplished with the use of a 2.5 cubic yard <br />Caterpillar 235 tracked backhoe. Soil from above and below the road will <br />be pulled onto the road by the backhoe. This soil will be contoured as <br />close to the original contour as possible. Natural drainages will be <br />re-established using the backhoe, a small widetracked dozer, or a dual- <br />wheeled 8500-DT Kubota four wheel drive tractor with a reticulating blade. <br />In most instances, erosion control will be accomplished by constructing <br />water bars to prevent excessive run-off and increase infiltration. In areas <br />with high erosion potential, straw bales will be placed in such a way as to <br />slow the errosive foces and increase infiltration. <br />Prior to seeding, the flat portions of the road will be ripped to a minimum <br />of 6 inces to break up the compacted road base for better seed germination <br />and increased infiltration. The disturbed area will be seeded with the <br />approved seed mixture in the current mining permit and tree, forb, and shrub <br />tublings will be hand plbnted along the access road. (See Attachment #1.) <br />The reclaimed access road will be fertilized at a rate of approximately 30 <br />pounds of nitrogen per acre, 30 pounds of phosphate per acre and 30 pounds <br />of potash per acre. Straw mulch will be applied at a rate of approximately <br />2 tons per acre and crimped into the soil where possible. Due to the <br />relatively steep slopes, a small wide-tracked dozer, or the aforementioned <br />Kubota tractor, will be employed to operate the various implements (i.e. <br />grain drill, mulcher, broadcaster, crimper) used for the reclamation activity. <br />Slopes which are too steep to allow the safe operation of equipment will be <br />reclaimed by utilizing a hand-broadcaster. Asstated in Section E of the <br />Mining Permit (#77-300), all necessary vegetation management practices will <br />be continued until a long-lasting vegetative cover has been established <br />and the reclamation performance objectives have been met. <br />Cotter Corporation's surety bond will need to be adjusted to reflect the <br />increase in the estimated reclamation cost due to the change in reclamation <br />plans. In accordance with the Mining Permit (#77-300) the access road was <br />to be topsoiled and seeded subsequent to borehole/adit reclamation. The <br />
