All operators are being actively encouraged to structure the data <br />collection period around a water year (October 1 through September 30). <br />Organizing the data collection period around a water year will not change <br />the times when data is collected or the time of report submittal. It <br />wil] merely change the beginning and end time of the data collection <br />period. Operators are encouraged to use the water year format to allow <br />for ease of data comparison between mining operations, and between mine <br />sites and national data bases. Furthermore, the concept of a water year <br />data collection period is founded in accepted hydrologic principles. <br />Kaiser Coal should be encouraged to switch to this reporting format <br />beginning with the 1987 Annual Hydrologic Report. <br />/lal <br />1636E <br />
