previous Topsoil and Spoil Monitoring reports (PCC, 1987 and 1989) and the Annual Reclamation Reports (PCC,
1991, 1992, 1993, 1994, 1999,2003) that have been submitted to the Division.
• Wolf Creek Spoil
SCC is required to sample and analyze final graded spoil from the Wolf Creek mining area prior to soil replacement.
Spoil is sampled on a 300 foot horizontal grid and tested for pH, acid base potential (ABP), and soil salinity (EC).
Suitable spoil topdressing (subsoil) is replaced prior to soil redistribution where acid strata (pH <5 and ABP <_5) aze
encountered. The monitoring progam is outlined in ,Permit C-80-005 on pages 6-153, 6-153x, 6-164, and 9-40,
Tabs 6 and 9, Volumes 3 and 7. No final graded spoil samples were taken in 2003. Analysis for existing graded
areas can be found in the 1994 and 1998 Annual Reclamation Reports, (PWCC, 1995 and SCC, 1999).
2001 Soil Replacement Thickness
SCC is required by CDMG to closely observe and routinely inspect soil replacement thickness in the Wadge and
Wolf Creek reclamation areas at Seneca II Mine. This monitoring requirement is included in Permit C-80-005 as
Item 5 of the Topsoil Quality Con[rol Program, presented in Vol. 7, Tab 9, Att. 9-4, pages 9-41. Permit. Historical
soil replacement thickness information for the 1984 through 1992 reclamation blocks is presented in Permit C-80-
• 005, Table 9-4-3, Attachment 9-4; Tab 9 of the Second, Third, and Fourth Annual Topsoil and Spoil Monitoring
Reports for the 1987, 1988, and 1989 field seasons; and the Annual Reclamation Reports (PCC, 1990; PWCC, 1991,
1992, 1993; SCC, 1994, 1995, 1996, 1997, 1998, 1999). In addition, Seneca conducted an exhaustive topsoil
redistribution depth sampling program during the Summer of 2000. See Appendix 2000.1 for field data of 2000
ARR and statistics. The mean value of topsoil replaced was 1.2 feet for the 575 sample areas that were measured.
Soil Balance
Seneca submitted the final soil balance as Technical Revision No. 3 ] on June 26, 1997 as the final reclamation -
topsoil management plan for Seneca II. Subsequently, the CDMG approved this final topsoil management plan on
December 9, 1997. Hence, no soil balance will be submitted with any further Annual Reclamation Report.
• 2
