<br />r <br />EXECUTIVE SUMMARY <br />Introduction <br />This document was prepared by Western Mobile Boulder, Inc. It represents the <br />company's approach to comprehensive resource management and land use planning. <br />The goal is to produce a plan that will both facilitate the recovery of the conunercial <br />sand and gravel deposits of the St. Vrain, according to a rational plan designed to cause <br />the least practicable disruption of the environment and quality of life of the ~~itizens of <br />the area, and achieve beneficial reclamation of the land. The plan integrates the land <br />used for mining with the non-mined area in order to produce a comprehensive land use <br />document. <br />Unlike traditional approaches, mining and reclamation are not considered ends in them- <br />selves, but rather as part of a continuum of land use from pre-mining uses such as <br />agricultural, residential and wildlife corridors to mining and potential post-mining uses <br />such as Western Mobile water storage, residential, recreational, wildlife refuge, and <br />open space. <br />The sand and gravel resources [hat comprise the project area are found in the flood- <br />plain of the St. Vrain River. As required by Colorado law (HB 1529), these aggregate <br />resources have been mapped, as F-1 deposits and identified as resoource Preservation <br />areas in Boulder County's master plan for extraction, which is pan of the (;ounty's <br />Comprehensive Plan. <br />Western Mobile's L, oy ns Property Overview <br />The property has been divided into five major parcels, described as follows: <br />Rockin' WP-North -The Rockin' WP-North property was originally purchased by <br />Western Paving Company in 1969. It totals 234 acres and is bounded by Highway <br />66 on the north and the south branch of the St. Vrain on the south The property <br />was initially permitted for mining in 1973 (SR476).
