3. SEDIMENT POND INSPECTION REPORTS AND SEDIIvIENT SURVEYS <br />• <br />Requirement <br />"In order to clarify specific regulatory obligations regarding sediment pond certification and <br />maintenance..., the permittee has committed to: <br />A. Inspect the condition of all sediment pond embankments, spillways and dewatering devices <br />quarterly... <br />The infomtation will be submitted to the Division in an annual report.." File No. C-019-81, September 28, 1982. <br />Additionally, Technical Revision No. 26 approved March 18, 1994, states: <br />"Survey measurements of sediment accumulations will be conducted bi-annually for discharge points <br />003, 004, and 007 and any new sediment ponds and every third yeaz for 001, 002, 005, and 006." <br />Excerpted from Coloyyo Permit C-8]-O] 9. Volume 1. Pape 4.05-6. <br />Response <br />The Sediment Pond Inspection Reports are found in Exhi i 3 which satisfies requirement A. The <br />reports indicate the ponds aze operating in accordance with certified designs. With one exception, all <br />• embanlanents, spillways, and other outlet structures aze in good operating condition. The Streeter pond <br />headgate had developed a small leak. After further investigation, we found that the underside of the <br />outlet pipe near the headgate had developed a couple of rusted areas that were leaking water. A <br />replacement section of pipe will be installed during 1996. <br />There is no evidence ofpotential failure at any of the ponds. The slump above the West Pit Pond in the <br />undisturbed surface was completely excavated and stabilized, and shows no additional evidence of <br />instability. <br />Sediment removal occurred at the Prospect pond.. Table I on the following page summarizes the <br />sediment volume status for all ponds and shows when the next sediment survey/calculation is required. <br /> <br />
