Maintenance was not addressed. <br />Rule 4.10.2(2)(c) The engineer or other approved inspector shall consider steepness of slopes, <br />seepage, and other visible factors which could indicate potential failure, and the results of failure <br />with respect to the threat to human life and property. <br />No such items were mentioned in the 15' or 4'h Quarter reports. The 3rd Quarter report indicated no <br />visual indication of geotechnical problems. <br />Rule 4.10.2(2)(d) Copies of the inspection findings shall be maintained at the mine site. <br />A check for compliance is not within the scope of my review. <br />One of my observations is that the 3`d Quarter report comes much closer to meeting all the <br />requirements of the rules than do the other two reports. My other observation (comment) is on the <br />practice of "stockpiling". A stockpile (temporary in lieu of a permanent waste pile) of some 21,000 <br />tons may present some environmental concerns or safety hazards. Li my own past inspection report <br />I mentioned concerns with drainage and moisture control of the constructed fill as a result of the <br />stockpiling practices.
