Substitute Supply Plan for the <br />_ I (; Evarist Aporaoata Oration <br />the total amount of water in the dry yeaz of 1978 equaling 5,363.8 acre-feet. Table 3C shows <br />that the average diversion rate for the ditch (1964 to 1994) was 9.8 cfs. <br />The historic consumptive use of the McKay Ditch was estimated using historic irrigated acreage <br />based on aerial photographs, interviews with past and present irrigators, the District 36 Water <br />Commissioner, a field inspection, and analysis of diversion records for the ditch. Aerial <br />photographs taken in 1974 and 1988 show that approximately 94 acres of pasture grass were <br />historically irrigated with this right south of the ranch buildings along two alluvial terraces (see <br />Drawing 2). According to the delineation by Mr. Mehan, none of this area is considered <br />jurisdictional wetlands. Under this substitute supply plan, L.G. Everist plans to dry up 10.5 acres <br />south of Vendett Creek (see Drawing 2). Using the dry-yeaz consumptive use established by the <br />Penman-Monteith method, this results in a total of 17.0 acre-feet of available consumptive use. <br />The historic consumptive use by month is summarized in Table 4C. <br />The cumulative dry-year consumptive use associated with the dry-up of historic irrigated acreage <br />under the South Rock Creek Ditch, Old Whetstone/Sheep Creek Ditch and McKay Ditch, as <br />proposed in this substitute supply plan totals 138.5 acre-feet, as summarized in Table 5. <br />Green Mountain Reservoir <br />In 1993, L.G. Everist entered into a 40-yeaz contract for 25 acre-feet of water from Green Mountain <br />Reservoir to replace out-of-priority depletions during periods when consumptive credits are not <br />available from the dry up of historically irrigated lands. To ensure that adequate augmentation <br />water was available, L.G. Everist amended its Green Mountain Reservoir contract in 1994 to <br />increase the delivery from 25 acre-feet to 39 acre-feet per yeaz. The amendment of the Green <br />Mountain Reservoir contract, according to the new operating policy, was awarded on a 25-year <br />term with renewal provisions for an additional 25 years. A copy of this contract is included as <br />Attachment 6. As previously stated, there is approximately 3.95 acre-feet of water available from <br />this source after committing water to the Love Pit Augmentation Plan (96C W 176). <br />881-025.110 Wright Water Engineers, Inc.
