<br />MEMO to Harry Ranney <br />December 16, 1996 -New Horizon/AHR <br />Page 3 <br />13. In the second paragraph on Page 15-10, a sentence near the end of the paragraph reads <br />"Monitor well GW-N4R was installed as a replacement monitor well for GW-N4". However, <br />the permittee, in the 1995 AHR, provided groundwater level data for both wells, and provided <br />water quality data from well GW-N4, but not from GW-N4R. If GW-N4R is a replacement <br />for GW-N4, why are we still getting data from GW-N4, and why are we not getting water <br />quality data from GW-N4R? <br />14. There are apparently two different maps within the permit that identify water monitoring <br />locations. On Page 15-10, a sentence in the first paragraph reads "Exhibit 7-1 (Tab 7) shows <br />the location of each monitor well". This map was received by DMG on January 18, 1994. <br />On Page 15-19 of the permit, a sentence in the first paragraph reads "See Map 2.04.7=1 of <br />New Horizon 2 Mine for monitoring station locations". This should probably read "See Map <br />2.04.7-1-A..." <br />Maps "Exhibit 7-1" and "2.04.7-1-A" show different things. First, Map "2.04.7-1-A" <br />identifies wells GW-N36, GW-N37, GW-N38, GW-N39, and GW-N40, while Map "Exhibit <br />7-1" does not. Second, map "Exhibit 7-1" identifies a "highwall spring" directly south of GW- <br />N9. Map "2.04.7-1", however, shows a "Spoil Spring ~t3" to the southwest of GW-N9. <br />Third, Map "Exhibit 7-1" identifies three surface water monitoring sites on the West Return <br />Ditch at Mine 1: SW-N2, SW-N6, and SW-N7. Map "2.04.7-1-A" does not show the West <br />Return Ditch, or sites SW-N6 and SW-N7, and shows SW-N2 at the same location as SW-N3. <br />Fourth, Map "Exhibit 7-1"shows site SW -N104 being north of Mine 2, while Map "2.04.7-1- <br />A "locates it east of Mine 2 . Fifth, Map "Exhibit 7-1" shows sites GW-N31, GW-N32, and <br />GW-N33 to the south and southwest of Mine 2. These sites are not shown on Map "2.04.7-1- <br />A". Sixth, Well Nos. GW-N16P1, GW-N17P1, and GW-N18P1 are located on Map "Exhibit <br />7-1", are referred to on Permit Page 15-12 and are reported on in the 1995 AHR. They, <br />however, are not identified on Map "2.04.7-1-A". <br />Seventh, Map "2.04.7-1-A" identifies two sites with similar numbers. One is identified as <br />GW-27, the other as GW-N27.
