MEMO to Harry Ranney
December 16, 1996 -New Horizon/AHR
Page 2
6. In the first paragraph on Page 15-5, the permit discusses NPDES discharge points 001, 002,
004, 005, 006 and 007. In Table 15-7 of the permit (Page 15-20) and in Table 1 of the 1995
AHR, an additional NPDES discharge point, 003, is listed. Should this additional point be
included in the permit text on Page 15-5?
7. On Page 15-9 of the permit, it is stated "Peabody is requesting a variance from further analysis
of chromium and silver in ground and surface water samples ...". This portion of the permit
text should be updated to reflect whether DMG approved this revision.
8. On Page IS-10 of the permit, a portion of the fast paragraph reads "The monitor well network
consists of 35 monitor wells drilled and installed by Peabody. Fifteen of the wells are located
at Nucla mine and 19 are at Nucla East mining area." The sum of 15 and 19 equals 34, not
35.
9. The first paragraph on Pages 15-10 of the permit contains a sentence that states, in part,
"Fifteen of the wells are located at Nucla mine ...". However, on Page 15-19 of the permit,
a sentence in the second paragraph states, "twelve groundwater wells will be monitored in New
Horizon 1 mine area". On Page 6 of the 1995 AHR, a sentence in the first paragraph reads
"the total number of groundwater monitoring locations at New Horizon 1 is fourteen". Finally,
Appendix A of the AHR reported data from sixteen wells in the Mine 1 area. The correct
number of wells being monitored at New Horizon 1 needs to be reflected consistently
throughout the permit and in the AHR.
10. The fu•st paragraph on Page 15-10 of the permit contains another sentence that states, in part,
"...19 (wells) are at the Nucla East mining area". However, on Page 15-21 of the permit,
Table 15-7 indicates eleven wells being monitored at New Horizon 2. On Page 9 of the 1995
AHR, a sentence in the first paragraph reads "There are 14 (groundwater monitoring) sites at
New Horizon 2". Finally, Appendix A of the AHR reported data from 10 wells in the Mine
2 area. The correct number of wells being monitored at New Horizon 2 needs to be reflected
throughout the permit and in the AHR.
11. Table 15-5 (permit Page 15-11) should be revised to reflect current wells, as well as wells used
in the past.
12. In the second paragraph on Page 15-10, the fourth sentence reads "in the summer of 1986, 13
new monitor wells (GW-N13 through GW-N22) were completed in the Nucla East mining
area..." Counting from 13 to 22 indicates a total of 10 monitor wells, not thirteen.
