The purpose of our inspection was to look for evidence of slope <br />instability and to determine if the spoil had been placed in general <br />conformance with the design. <br />There was no evidence of slope failures at the time of our inspection. <br />No spoil had been placed since our last inspection in April 1983. The <br />benches and outs lopes were topsoiled and seeded. Placement of rip-rap <br />rock in the diversion ditch to the south of the area was in progress. <br />We understand that final grading, tops oiling and seeding of the top of <br />the spoil pile will be started in the near future. <br />Based upon our inspections of Excess Spoil Disposal Area I, we believe <br />that this facility is being constructed in general conformance with the <br />design.
