• • Wolf Creek Spoil
No final graded spoIl samples were taken in 2005.
SCC was requited to sample and analyze 6na1 graded spoil from the WoIE Creek tninittg azea
prior to soil replacement. Spoil was sampled on a 300-foot horizontal grid and tested for pH, acid
base potential (ABP), and soi] salinity (EC). Analyses for Wolf Creek graded areas can be found
in the Annual Reclamation Reports, (PWCC, 1995 and SCC, 1999).
• Soil Repiacement Thickness
SCC was required by CDMG to closely observe and routinely inspect soil replacement thickness
in the Wadge and Wolf Creek reclamation aeeas at Seneca II Mine. This monitoring requirement
is included in Permit C-80-005 as Item 5 of the Topsoil Quality Control Program, presented in
Vol. 7, Tab 9, Attachment 9-4, pages 9-41. Pemit historical soil replacement thickness
information for the 1984 thtough 1992 reclamation blocks is presented in Permit C-80-005,
Table 9-4-3, Attachment 9-4; Tab 9 of the Second, Third, and Fourth Annual Topsoil and SpoIl
Monitoring Reports for the 1987, 1988, and 1989 field seasons; and the Annual Reclamation
Reports (PCC, 1990; PWCC, 1991, 1992, 1993; SCC, 1994, 1995, 1996, 1997, 1998, 1999). In
addition, Seneca conducted an exhaustive topsoil redistribution depth sampling program during
the stunmer of 2000. See Appendix 2000.1 for field data of 2000 ARR and statistics. The mean
value of topsoil replaced was 1.2 feet for the 575 samples taken.
• • Soil Balance
Seneca submitted the final soil balance as Technical Revision No. 31 on June 26, 7997 as the final
reclamation -topsoil management plan for Seneca II. Subsequently, the CDMG approved this
final topsoil management plan on December 9, 1997. Hence, no soil balance will be submitted
with any further Annual Reclamation Report.
• Soil Salvage, Storage and Replacement
Approximately 8.0 acre-feet of topsoil remain in stockpiles as of December 31, 2005. This
topsoil will be replaced on the solid waste disposal area and the reclaimed portions of the
facilities area in the future.
TABLE 05.1
TOPSOIL STOCKPILE VOLUMES
Stoc ile Desi atioa (t Volume ac.ft.
Stock Ile A 1.0
Stock ile P 7.0
TOTAL 8.0
(1 See Exhibit 9-3a, 1995 Annual Reclamation Report for Stockpile locations.
•
