What measures will be <br />taken to insure shoreline stability? <br />4. A reservoir is proposed as the final land use. The application does not <br />specify the source of water to fill the reservoir, the storage rights, or <br />how the reservoir will be operated as to periods of filling or pumpaae. <br />Please provide this information in accordance with Rule 2.1.2(6) and Rule <br />6.2(2). <br />Exhibit G - Water Resources <br />5. The plan proposes armoring a 400-foot segment of riverbank where the <br />scrtback distance is less than 200-feet. This area is also proposed as a <br />spillway location to allow flood flows into the lake. This plan is <br />rerconmended, however, please provide the following clarifications: <br />a. Waste concrete is proposed as the armor. What is the planned <br />thickness of the concrete armor layer? Will the concrete be poured <br />in place or transported to the site as blocks? How does the <br />concrete rubble compare to riprap in terms of durability? <br />b. What is the depth of cover to be placed over the concrete? <br />c. What is the slope angle of the riverside face of the berm? <br />d. Although the top of the berm will be reveaetated and should be <br />adequate to control erosion of the spillway during the velocities <br />expected at flood conditions, the Division recommends the sides of <br />the spillway also be reinforced with buried concrete. This is <br />recommended to contain flood flows within the spillway to prevent <br />sideward erosion of the unprotected berm. <br />6. Outflows during flood conditions are proposed to overtop the berm, spread <br />out: and find their way to the river. The Division recommends an outlet <br />spillway, similar to those provided as an inlet to Cell A and between the <br />two cells, be constructed as well. The preferred location would be <br />closest to the river in the northwest corner of Cell B. If not included, <br />what length of berm would be overtopped and what assurance can be <br />provided that no off-site damages will occur to the adjacent property? <br />7. The discussion on groundwater impacts and the inclusion of a monitoring <br />plan are adequate. The Division recommends that two (2) additions to the <br />plan be incorporated: <br />a. Wells AF, V, and UU be monitored: and, <br />b. Notification of the dewatering plan, mitigation measures, operator <br />contacts, and Division phone number be made to potentially-affected <br />well owners by certified mail within 30 days of approval. The <br />potentially affected parties would include the wells proposed for <br />monitoring and We11s AC, AD, XX, AP and WW. <br />
