What measures will be taken to insure shoreline stability? 4. A reservoir is proposed as the final land use. The application does not specify the source of water to fill the reservoir, the storage rights, or how the reservoir will be operated as to periods of filling or pumpaae. Please provide this information in accordance with Rule 2.1.2(6) and Rule 6.2(2). Exhibit G - Water Resources 5. The plan proposes armoring a 400-foot segment of riverbank where the scrtback distance is less than 200-feet. This area is also proposed as a spillway location to allow flood flows into the lake. This plan is rerconmended, however, please provide the following clarifications: a. Waste concrete is proposed as the armor. What is the planned thickness of the concrete armor layer? Will the concrete be poured in place or transported to the site as blocks? How does the concrete rubble compare to riprap in terms of durability? b. What is the depth of cover to be placed over the concrete? c. What is the slope angle of the riverside face of the berm? d. Although the top of the berm will be reveaetated and should be adequate to control erosion of the spillway during the velocities expected at flood conditions, the Division recommends the sides of the spillway also be reinforced with buried concrete. This is recommended to contain flood flows within the spillway to prevent sideward erosion of the unprotected berm. 6. Outflows during flood conditions are proposed to overtop the berm, spread out: and find their way to the river. The Division recommends an outlet spillway, similar to those provided as an inlet to Cell A and between the two cells, be constructed as well. The preferred location would be closest to the river in the northwest corner of Cell B. If not included, what length of berm would be overtopped and what assurance can be provided that no off-site damages will occur to the adjacent property? 7. The discussion on groundwater impacts and the inclusion of a monitoring plan are adequate. The Division recommends that two (2) additions to the plan be incorporated: a. Wells AF, V, and UU be monitored: and, b. Notification of the dewatering plan, mitigation measures, operator contacts, and Division phone number be made to potentially-affected well owners by certified mail within 30 days of approval.
