' Lerry Oehler <br />December 8, 1993 <br />Pepe 2 <br />' • Embankment Construction <br />At the end of this work period, approximately 40 percent of the 8597 (approximate) elevation <br />lift had been placed. On Wednesday, December 1, SRK'S field representative instructed BMRI <br />' to abandon its embankment material borrow area and change to a new location selected by <br />SRK. Both borrow material locations are in the mine pit area. <br />' The existing borrow area could no longer provide suitable materials. The new borrow area is <br />much closer to the original ground surface, significantly less consolidated (no blasting <br />required), and has fewer fines and more sand and gravel. The only potential problem with the <br />new borrow area is the depth to which frost had been driven by construction '.raffic. More <br />' effort and thinner lifts have been required during compaction to allow the CAT to break up this <br />material. <br />Measured field densities continue to be achieved throughout each lift. Previous 'ifts are being <br />scarified prior to placement of successive lifts. <br />' On Wednesday, December 1, the day and night shifts had to rework approximately 1000 feet <br />of the previous lift to ensure that oversized materials were being broken apart and mixed with <br />the remaining materials. <br />' There was no embankment construction on Sunday or Monday (November 28 or 291 during <br />the day shifts. <br />QUALITY ASSURANCE TESTING AND REVIEW <br />' • Liner Cover <br /> <br /> <br />t <br /> <br /> <br /> <br /> <br />On Wednesday, December 1, I dug one hole in Acre 36 to verify the thickness of liner cover <br />after placement. I chose an area which appeared to be thin from observation on the previous <br />day. It appeared to me that the CAT operator was anxious to finish placement of the Type <br />2 material. In the hole I dug, the material was 18 inches thick. I informed SRK's <br />representative and he instructed the contractor to place an additional six inch~BS of material <br />over an area yet to be determined. SRK informed me that they would verify tine liner cover <br />thickness by testing in random locations. This has not yet been done. <br />After being present during placement of a considerable quantity of the liner cover, I believe <br />the areas with less than 24 inches of cover are rather isolated and may total approximately <br />two acres in aggregate. <br />• Miscellaneous Issues <br />Several times I have been able to point out potential problems to SRK personnel before these <br />areas have been covered by the next phase of construction. Although these potential <br />problems may have been minor in the overall function of the facility, I believe that it was in <br />everyone's interest that they be addressed quickly. <br />1 <br />
