Energy Fuels Coal, Inc. <br />Southfield Mine <br />1996 ANNUAL RECLAMATION REPORT <br />Introduction <br />The Annual Reclamation Report documents all permanent reclamation activities conducted by <br />Energy Fuels Coal, Inc (EFCn at the Southfield Mine during the 1996 calendar year. EFCI <br />actively mined and processed coal for seven months of the reporting period. This report <br />includes text, discussion, and maps in accordance with the requitements of Rule 2.04.13. <br />Reclamation activities relevant to this report were conducted only at the Loadout Area during <br />the reporting period. The reclamation work involved completion of all Phase I related <br />backfilling and grading, and topsoil replacement, at the loadout. Detailed information about <br />the 1996 reclamation work is presented below. <br />Disturbed Areas <br />No additional acreage was disturbed during the reporting period. <br />liackfilled and Graded Areas <br />EFCI backfilled and graded approximately 14.5 acres at the Loadout facilities area in <br />accordance with approved plans in the permit application. The locations of the backfilled and <br />graded areas aze shown on accompanying Figure 1, 1996 Annual Reclamation Map, Loadout <br />Area. <br />Reclamation work at the Loadout Area included removal of surface structures, salable coal <br />stockpiles and coal fines (base) materials. Coal base material was either hauled to the mine or <br />placed as backfill against the highwall in the East Laadout. Other work included hand- <br />cleaning of coal fines from the entire length of rail line, regrading, topsoil replacement, <br />installation of enclosure fencing, and installation of drainage controls. The completed work <br />resulted in reclamation of disturbed areas to provide for long-term stability and effective <br />drainage control consistent with the approved postmining land uses. <br />Topsoiled Areas <br />EFCI redistributed all available topsoil from Topsoil Stockpiles L-1 and L-2 in conjunction <br />with the reclamation activities described above. The available topsoil was placed on the <br />primary loadout disturbance areas totalling approximately 13 acres. Areas that were regraded <br />and received limited or no topsoil included the footprints of the two topsoil piles and the <br />original embankment slopes south of the railroad tracks. These areas are shown on <br />accompanying Figure 1, 1996 Annual Reclamation Map, Loadout Area. <br />
