<br />13.1.6 ALARA (AS LOW AS REASONABLY ACHIEVABLE) <br />The licensee's management shall maintain and participate in an <br />effective ALARA program as referenced in the Procedure~i Manual <br />required by LC 11.1.8. The ALARA program performance ::hall be <br />reviewed monthly by the Radiation Safety Officer, and <br />semiannually by the Internal Audit Committee. <br />13.1.7 PROCEDURES MANUAL <br />13.1.7.1 Contents <br />The licensee shall operate in accordance with the comprehensive <br />written manual, approved by the Department, of adminlst.rative, <br />operating, safety, monitoring, decontamination, and emergency <br />procedures, governing licensed activities. This includes <br />instructions and precautions to keep exposures and releases <br />ALARA, and which includes specific information on analytical <br />equipment, laboratories, and procedures for each aspect of the <br />monitoring program. <br />13.1.7.2 Revisions <br />Proposed major changes shall be submitted for Department review <br />and approval by September 30th annually to the extent feasibile. <br />The licensee shall submit proposed procedure manual revisions to <br />the Department whenever new or revised regulatory guidance <br />requiring such revisions is provided to the licensee by the <br />Department. <br />13.1.7.3 Work Permits <br />For any work or maintenance in a controlled area for which there <br />is no written operating procedure, a Radiation Work Permit <br />describing the specific radiological controls for the work shall <br />be prepared and approved by the RSO prior to the start of the <br />activities. A copy of these permits shall be retained no less <br />than five years for inspection by the Department. <br />13.1.8 TRAINING <br />13.1.8.1 New Employees <br />New employees shall not commence work assignments in controlled <br />areas until they have been adequately trained in their <br />assignment and in radiation safety, in accordance with the <br />program referenced in the Procedures Manual required by <br />-7- <br />
