22 PhasinP <br />A conveyor system has been designed to transport coal refuse to the <br />upper repository. To accommodate the conveyor layout, space limitations, and <br />to minimize multiple handling of materials, pile construction will be phased. <br />Each phase shall be constructed in elevated increments of 40 feet. There aze <br />six separate phases of construction; phases I and II are illustrated in Figures <br />2 and 3. During construction of each phase, vegetation and 2 feet of topsoil (or <br />more or less as available) and at least 2 feet of subsoil shall be stripped off, <br />and underdrains and surface runoff drains shall be incrementally constructed <br />to provide continued service. <br />2.3 Materials Balance <br />Completed flanks of the refuse pile shall be reclaimed as soon as <br />practical to minimize the amount of topsoil and subsoil stockpiled. A materials <br />balance has been completed for each phase of construction. Table 1.0 lists <br />construction phase and corresponding topsoil and subsoil stockpile volumes, <br />and quantity of soil replaced onto completed sections of the refuse. <br />3 <br />
