Performance Standards <br />• COVER <br />The cover performance standard was calculated in accordance with procedures contained in the <br />Seneca II permit and is based on twice the acreage-weighted average of herbaceous cover in the <br />Mountain Brush and Sagebrush reference areas. The acreage weighting was based on the <br />relative acreage of these two communities in the baseline studies. Specifically, weighting was <br />based on Mountain Brush Reference area as 83 percent and Sagebrush Reference area as 17 <br />percent of pre-mining vegetation cover. A line that demarcates 90 percent of this standard has <br />been placed on Figure 1. When sampling for bond release occurs and the parameter mean far a <br />bond release block is at least 90 percent of the calculated success standard or approved <br />technical standard, then revegetation should be considered successful for that parameter. <br />HERBACEOUS PRODUCTION <br />The performance standard for this parameter is calculated similarly to the cover performance <br />standard, except that the factor of 2 is omitted. Aline demarcating 90% of this standard is <br />present in Figure 2. <br />• WOODY PLANT DENSITY <br />As of the time of monitoring, the performance standard for woody plant density at the Seneca II <br />Mine was 1,000 stems per acre. Aline demarcating 90% (900 stems/acre) of this standard is <br />present in Figure 3. <br />Climatic Data <br />SCC provided precipitation data for the Seneca II Mine for the period of January 1982 through <br />September 2004. Since the long-term average for the mine exists for only 22 years, the long- <br />term average monthly precipitation data from the Western Regions! Climate Center (WRCC) for <br />the nearby town of Hayden was used as an appropriate base for comparison. SCC also provided <br />temperature data for the Seneca IIW Mine in 2004; these data were used for temperature <br />analysis on the Seneca II Mine. <br />RESULTS <br />Sample data from the 2004 revegetation monitoring studies at the Seneca II Mine are presented <br />in Tables 1 through 21, contained in Appendix 1.
