C <br />culvert(s) beneath the haul road at the point of diversion, and place compacted, armored <br />backfill in the upper segment of the diversion channel, to return the flow of McClane Creek <br />to its original channel. <br />Minewater InflowlDischarge <br />Relevant data is included in Table 1, and comparison to PHC projections is provided in the <br />narrative. <br />Ground Water Sampling <br />Required quarterly monitoring data for Wells GW-1 and GW-3 (water level and field <br />parameters) was provided. <br />CDPS mine water discharge sampling was reported in CDPS discharge reports (see <br />Permit System records, not required to be included in AHR). <br />Non-seep inflow monitoring and field parameter reporting is required...lnflow quantity is <br />calculated/reported in Table 1, described in Narrative, and source locations depicted on <br />Figure 3 Mine Map. Since inflow is characterized as seepage, specific inflow locations <br />were not monitored. However, required quarterly field parameters were reported for <br />mine discharge, as well as additional lab analysis parameters, in Table 6. <br />Surface Water Sampling <br />~ East Salt Creek upper and lower monitoring sites ISW-1 and SW-8) were monitored <br />quarterly as required. All required laboratory parameters were analyzed during the <br />quarters when samples were obtained. Field parameters were not reported for one of <br />the two flow events captured. <br />McClane Creek was reported to be dry during sampling checks, so the "twice a year if <br />possible" sampling data for McClane was not collected. <br />Some clarification may be warranted regarding the "Upstream" sampling site on East <br />Salt Creek (SW-1). This site is located at the bridge where the McClane Canyon Road <br />crosses East Salt Creek. The McClane sediment pond collects disturbed runoff from <br />the mine bench area and the upper two-thirds of the haul road. The pond discharges <br />into the segment of McClane creek south of the haul road, which enters East Salt Creek <br />downstream of SW-1. Any runoff from the small office area and soil stockpile area <br />SAE's also enter East Salt Creek downstream from SW-1. <br />As such, the "disturbed" runoff from the mine enters East Salt Creek downstream from <br />SW-1. However, there are a couple road ditch outlet locations along the lower road <br />segment that enter the temporary diversion segment of McClane Creek north of the <br />Haul Road. The temporary diversion segment enters East Salt Creek a short distance <br />upstream of SW-1 (see Figure 2.2-3 of the permit application). Perhaps more <br />significantly, mine water pumped out of the mine is discharged directly into McClane <br />Creek in the portal vicinity, and thus enters East Salt Creek via the McClane Creek <br />temporary diversion, upstream of SW-1. Thus, if water sampling at SW-1 were to <br />coincide with mine discharge pumping, the flow at SW-1 would include the minewater <br />discharge flow. During the many years during which McClane was inactive and the <br />mine was not discharging, this was not of concern, but now that the mine is being <br />pumped on a regular basis, it may need to be considered. I assume that the sampler is <br />aware of this and would avoid sampling the creek during periods of mine discharge, but <br />we may want to clarify this in our review letter. <br />
