Fourth Quarter 1990 <br />ENGINEERING INSPECTION <br />SOhIERSF.T hIINING COhIPANY'S EAST YARD GOII DISPOSr1L PILE <br />On November 29, 1990, I performed a visual inspection of the east <br />yard gob disposal area at Somerset Mining Company's Somerset <br />P1ine. Both Bear Coal Company and Somerset Mining Company have <br />approval to dispose of coal mine waste in the ,Gob pile. <br />Page 'L.05-19, revision 3 dated 7-18-90, of Somerset Mining <br />Company's approved permit document includes the requirement to <br />inspect the coal. mine waste pile for stability quarterly. The <br />inspection is to be performed by a registered engineer or other <br />qualified professional specialist experienced in construction of <br />earth and rockfill embankments. The quarterly inspection report <br />is to note the volume of waste material placed in the pile since <br />the last inspection. <br />No Gob material had been placed in the pile durin~e the fourth <br />quarter and the Operator did not expect any to be placed in the <br />pile for the remainder of the year. <br />No organic material or topsoil. was removed during the quarter <br />since no coal mine waste had been placed in the pile. The side <br />slopes of the pile vary in steepness from 2R:1V to 2.511:1V. No <br />seepage from under or around the pile cJas detected during the <br />inspection. Nothing was observed during the inspection that <br />would indicate that the pile has a potential t'or failure. <br />A failure of the pile would probably not be a hazard to human <br />life or property. The p.i.l.e is located above a large flat bench <br />referred to as the east yard. This bench is 80' to 100' wide <br />directly bP.1OlJ the pile.
