First Quarter 1991
ENGINEERING INSPECTION
SOMERSET MINING COMPANY'S EAST YARD GOB DISPOSAL PILE
On March 22, 1991, I performed a visual inspection of the east
yard gob disposal area at Somerset Mining Company's Somerset
Mine. The gob disposal area was free of snow and virtually dry.
Both Bear Coal Company and Somerset Mining Company have approval
to dispose of coal mine waste in the gob pile.
Page 2.05-19, revision 3 dated 9-18-90, of Somerset Mining
Company's approved permit document includes the requirement to
inspect the coal mine waste pile for stability quarterly. The
inspection is to be performed by a registered engineer or other
qualified professional specialist experienced in construction of
earth and rockfill embankments. The quarterly inspection report
is to note the volume of waste material placed in the pile since
the last inspection.
No gob material was placed in the pile during the first quarter.
No organic material or topsoil was removed during the quarter
since no coal mine waste had been placed in the pile. The side
slopes of the pile vary in steepness from 2B:1V to 2.5H:1V. No
seepage from under or around the pile was detected during the
inspection. Nothing was observed during the inspection that
would indicate that the pile has a potential for failure.
A failure of the pile would probably not be a hazard to human
life or property. The pile is located above a large flat bench
referred to as the east ,yard. This bench is 80' to 100' wide
directly below the pile. If the coal mine waste pile failed it
would very likely be contained in the east yard.
~ ~ iy
ame Stover ~sJlt~e
i/Colorado Registered ~~~p0 RfOIS•+
Professional Enginee~p~d'~ 99 q:
CERTREFI ~"~Q' ~~*~
*;~ 19230 ~
• : ~~
A.
•:~ONAL ~•
