-6- <br />3.0 RECOMMENDATIONS AND CONCLUSIONS <br />3.1 EVALUATION OF PRELIMINARY DESIGN RECOMMENDATIONS <br />Preliminary design recommendations were based on stability analyses for <br />ich the following foundation material properties were assumed: <br />Effective Stress Total Stress <br />X = 125 pcf ~ = 125 pcf <br />= 34° ~ = 21.5° <br />c = 250 psf c = 600 psf <br />Triaxial testing on samples taken from the immediate vicinity of the <br />initial waste rock pile, as shown in the Appendix, indicate that the following <br />shear strength parameters apply: <br />Effective Stress Total Stress <br />~ = 124 pcf ~ = 125 pcf <br />= 300 ~ = 23° <br />c = 250 psf c = 500 psf <br />The initial stability analyses indicated that foundation failures were not <br />critical (that is, lower safety factors occurred for failures surfaces which did <br />not pass through the foundation) even when the total stress parameters were <br />'assumed. Since the current testing program has confirmed the validity of those <br />total stress parameters, the conclusion that foundation failure is not critical <br />is also confirmed. <br />Our investigation has confirmed the assumptions of low permeability soils <br />and no aquifers within 50 feet beneath the waste pile on which the preliminary <br />design recommendations were based. This supports our opinion expressed in that <br />report regarding the very low potential for ground water contamination. The <br />installation and operation of two monitoring wells as described in the following <br />section will serve to confirm this lack of contamination. <br />cew~wwo conwtnrw, ir+c. <br />
