Box 1430 <br />Palisades CO 81526 <br />Permit No. C-81-041 <br />(b) Area disturbed - 2 West Portals. The disturbance permitted in Technical Revision <br />No. 14 continued during the year. The powerline from our A-substation to the <br />new S-substation was installed. The substation pad was graded and the S- <br />substation and fencing was installed. The two portals were cxcavatcd and tunnel <br />lining was installed. All of the cxcavatcd material was placed in the overburden <br />stockpile located between the 2 portals as shown in Exhibit 58. No material was <br />placed in the stockpile proposed near S-substation. The drainage channel was <br />relocated and other drainage cuh~crts and berms were installed. The powerline <br />from the substation to the north portal was taken overhead rather than buried. A <br />compressor has not been installed at the substation and an air line has not been <br />buried to the north portal. Seeding and mulching was done on disturbance <br />associated with the powerline, overburden stockpile, MSHA berms, drainage and <br />other areas beyond the normal operation boundaries. Duc to MSHA's fire danger <br />concerns, little effort was made to rcvcgctatc within 100 foot of each portal. This <br />disturbance is outlined in Exhibits 57 and 58 in our pcrrnit application. The 5.2 <br />acres permitted for disturbance was disturbed. <br />(c) Area backfill and graded -North decline. The treatment building and Al- <br />substation were rcmovcd and areas graded. The powerline from A-substation to <br />AI-substation was rcmovcd. The only backfilling necessary on the powerline <br />removal was to hand shovel the pole holes full. The water level at the northwest <br />intake portal stabilized with the installation of the new discharge line for outfall <br />
