• <br />October 2000 -1- <br />SEDALIA RECYCLING CENTER AND DEPOSITORY <br />DOUGLAS COUNTY,COLORADO <br />• <br />u <br />FORWARD <br />003-2191 <br />Set forth in the following is a permit application for a compliance construction debris repository <br />to conform with the Subtitle D regulations promulgated under the Resource Conservation and <br />Recovery Act as implemented and regulated by the State of Colorado under the Solid Wastes <br />Disposal Sites and Facilities Act, Title 30, Article 20, Part ],Colorado Revised Statues (CRS), <br />as amended. It should be noted that there aze no specific regulations promulgated for <br />construction debris repositories (or depositories) in Colorado and accordingly this site has been <br />permitted, designed, and will be operated in compliance with the more stringent regulations for <br />Municipal Solid Waste Landfills (MSWLF's). References below to the "Department" shall <br />mean the Colorado Depaztment of Public Health and Environment (also "CDPHE") and all <br />references to the "County" shall mean the governing body in Douglas County, Colorado. <br />The activity planned under this permit is a recycling center and a construction debris waste <br />depository, commonly referred to as C&D sites, to be situated on approximately 160 acres <br />some 10 miles south of Denver, Colorado and one-half mile north of Sedalia, Colorado on the <br />east side of State Highway 85. It should be noted that although the subject facility will accept <br />only construction debris and demolition materials that are generally thought of as non-organic <br />materials. <br />Colorado has no specific regulation promulgated for C&D sites. Thus the subject site has been <br />designed, engineered, operated and permitted in accordance with the most stringent Subtitle D <br />regulations for a municipal solid waste facility. The project has been formally named the <br />"Sedalia Recycling Center and Depository" and will also be referred to herein as the "Sedalia <br />Facility". The permit will be for the placement of materials in compliance with the appropriate <br />regulations, but the broader activity will include specific recycling activities to encourage <br />WN1191R191SM~iWvmi~l000 doc Sedalia Recycling Center and Depository <br />
