It should be noted that there aze no specific regulations promulgated for
construction debris repositories (or depositories) in Colorado and accordingly this site has been
permitted, designed, and will be operated in compliance with the more stringent regulations for
Municipal Solid Waste Landfills (MSWLF's). References below to the "Department" shall
mean the Colorado Depaztment of Public Health and Environment (also "CDPHE") and all
references to the "County" shall mean the governing body in Douglas County, Colorado.
The activity planned under this permit is a recycling center and a construction debris waste
depository, commonly referred to as C&D sites, to be situated on approximately 160 acres
some 10 miles south of Denver, Colorado and one-half mile north of Sedalia, Colorado on the
east side of State Highway 85. It should be noted that although the subject facility will accept
only construction debris and demolition materials that are generally thought of as non-organic
materials.
Colorado has no specific regulation promulgated for C&D sites. Thus the subject site has been
designed, engineered, operated and permitted in accordance with the most stringent Subtitle D
regulations for a municipal solid waste facility. The project has been formally named the
"Sedalia Recycling Center and Depository" and will also be referred to herein as the "Sedalia
Facility". The permit will be for the placement of materials in compliance with the appropriate
regulations, but the broader activity will include specific recycling activities to encourage
WN1191R191SM~iWvmi~l000 doc Sedalia Recycling Center and Depository
