October 2000 -12- 003-2191 <br />• 2.1.7 The uppermost saturated zone beneath the site is a sandstone unit in the Dawson <br />azkose (see section 2.2.2(B)). This sandstone is between 60 and 100 feet below the <br />lowest projected placement of waste. In addition, there aze no surface water bodies <br />located on the property. Therefore, waste will not be placed below or into surface or <br />groundwater at the site. <br />2.1.8 The access and property entry will be restricted by a gated road and fencing will <br />encompass the entirety of the depository and associated activity. Fencing specifications <br />have been included in Appendix 11. <br />2.1.9 No burning is anticipated or planned at the site. If any unplanned fire or burning occurs <br />at the depository, it will be immediately terminated by water and other on-site fire <br />control measures. Should a fire exist for a period of more than 24 hours, specific <br />notification to the CDHPE will be made and control plans will be obtained for each <br />• occurrence and appropriately recorded in the variance to normal daily operation <br />procedures. Any emergency burning will be approved in advance by the Department. <br />2.1.10 The site will have adequate cover for final disposal and the final topography will be <br />contoured to prevent pooling of water, wind and water erosion. The property has an <br />estimated volume of usable dirt for daily cover of more than 5 million cubic yazds on <br />site. This amount will be more than ample for the cover materials. The construction <br />and debris waste will be compacted on a daily basis and stored in the smallest possible <br />azea. The face is expected to be covered on a weekly basis due to the fact that the <br />material being deposited is constructiondebris materials. <br />2.1.11 The site has a dominant wind from the southwest and combined with the topography, <br />there is a natural containment of wind blown debris on the upper side of [he site. <br />Fencing and wind guards will also be used to contain blown debris.
