Sanitary facilities are to be located at the extraction site. <br />9. Routt County has the authority to close any county road at their discretion if such <br />road surface is in poor condition and would be further damaged by additional use. <br />10.The Special Use Permit is valid for 10 years provided it is acted upon within one <br />year of approval. <br />11.This permit is contingent upon permits being obtained for highway and railroad <br />access, air and water emissions, reclamation, and other appropriate permits from all <br />involved agencies. <br />12.A11 haul roads and disturbed sites shall be watered or chemically stabilized to <br />minimize dust. Watering operations shall be increased immediately in response to <br />periods of high wind. <br />13.A certficate of liability insurance for a minimum of $600,000 shall be delivered to the <br />Routt County Planning Department prior to any activity on the site to cover any <br />damages to public and private property, and Routt County shall be named as an <br />additional insured. <br />14. The pennittee shall apply for and receive a .Mined Land Reclamation Board permit <br />and post a reclamation bond with the MLRB prior to commencing any operations. <br />The pennittee shall be responsible for reclamation as set forth by the Colorado <br />Mined Land Reclamation guidelines. <br />15.The Special Use Permit is contingent upon the petitioner complying with the <br />applicable requirements of Regulation III.D of the Colorado Air Quality Control <br />Commission, as a minimum standard, with the following stipulations: <br />a. The operation shalt establish a state approved fugitive dust control plan for the <br />operation. Periodic inspections by the County could then be used to determine <br />compliance with the plan. The State opacity limit of 20% should be incorporated <br />as a requirement of the permit Violations of compliance with this standard will <br />be documented by a certified opacity n:ader. <br />b. The dust control plan shall be formulated by the petitioner in cooperation with the <br />planning staff, then forwarded to the Colorado Air Quality Control Division for <br />
