' Bluestone and Section 16 Wildlife Lssues Report Western Aggrcgatcs, Inc. <br />1 <br />2.1 BI.UESTONE SITE <br />' 2.1.1 OVERVIEW <br />' The Bluestone site is located in portions of Sections 3, 4, and 9, Township 2 South, Range <br />70 West. It contains a total of 707 acres, 282 acres currently permitted and 425 acres <br />' proposed to be added. The surface is owned by the USDOE and is both part of the buffer <br />zone for the RFP and part of the National Renewable Energy Laboratory's (NREL) land. <br />The mineral rights are owned by Harold D. Spicer and Charles and Perry McKay. Spicer <br />' has leased the minerals to Wesley D. Conda Company. Wesley D. Conda Company and <br />WAI have entered into a joint venture agreement for this project. The McKay's have also <br />' leased their minerals to WAI. <br />The property is currently used for sand and gravel mining, rangeland, RFP buffer zone, a <br />' partiallyoperating windmill farm (NREL wind energy research), and a communications <br />antenna. Most of the windmills on NREL land have been removed, but foundations, fences <br />' and underground utilities remain. There are several unpaved roads traversing the property <br />and some active windmills towards the northern end of the property. <br />' Surrounding land uses are as follows: <br />North: State Highway 128, USDOE and NREL office buildings and City of <br />' Boulder Open Space. <br />East: RFP buffer zone. <br />South: RFP buffer zone. <br />' West: State Highway 93, WAI's lightweight aggregate processing plant, WAI's <br />shale mine west of Highway 93, undeveloped rangeland, and a <br />' sawmill lumber facility. <br />' The post mining land uses would be rangeland, wildlife habitat, and USDOE uses (i.e. RFP <br />buffer zone and NREL wind research). <br />2.1.2 M:[NING PLAN <br />' The proposed mining of sand and gravel on the Bluestone property is an expansion of WAI's <br />permitted reserves. Immediately west of the expansion and with a common boundary, <br />' approxirrlate]y 282 acres of ]and are zoned Mineral Conservation, permitted by the Jefferson <br />County E~oard of Adjustment through a Special Exception to mine (Permit No. M-91-1), and <br /> <br />Western Ecayslems, Inc 2 December, 1994 <br />
