' Bluestone and Section 16 Wildlife LSSUes Report Western Aggregates, Inc. <br /> <br /> <br />1 <br />' 1.0 INTRODUCTION <br />1 Western Aggregates, Inc. (WAI) is proposing to mine and process sand and gravel from 2 <br />properties east of Highway 93 in northern Jefferson County, Colorado. The Bluestone site <br />' is contiguous east of WAI's active sand and gravel mining and processing operation <br />(Colorado Mined Land Reclamation Board [CMLRB] Permit No. M91-35) and would <br />' represent an expansion of that operation (SHB Agra 1994a). The Section 16 site is located <br />approximately 2 miles to the south of WAI's active Bluestone Aggregates operation (SHB <br />Agra 1994b). The 2 sites are within or contiguous with the U.S. Department of Energy's <br />(USDOE) Rocky Flats Plant (RFP) buffer zone. Mining approval requires permits from the <br />CMLREt and Jefferson County. <br />' Since the WAI applications were filed with the CMLRB (SHB Agra 1994a, b) and Jefferson <br />County 1 SHB Agra 1994c, d), a number of wildlife-related issues have been advanced. WAI <br />' has agreed to delay the permitting process in an attempt to resolve these issues with the <br />USDOE:, surface owners of the Bluestone property. The USDOE is deferring to the U.S. <br />Fish and Wildlife Service (USFWS). <br />' Western Ecosystems, Inc. was contracted by WAI to address these issues. This report <br />' addressers and attempts to resolve all substantive wildlife issues associated with the proposals. <br />It is WAI's intention to modify their mining proposals such that impacts to wildlife and their <br />habitats are avoided, minimized, and mitigated. <br />' 2.0 PROPOSED ACTION <br />The following text is summarized from the Bluestone (SHB Agra 1994a) and Section 16 <br />' (SHB Agra 1994b) applications to the CMLRB. <br /> <br />Western Fauys[ems, Inc. ] December, 1994 <br />
