EXHIBIT G -WATER INFORMATION
The location and configuration of any specific stormwater control structures that will be installed at
the site per the stormwater Management Plan that the applicant will be seeking need to be shown on
an appropriate map within the application. This information is necessary for accurate calculations of
financial warranty amounts and to demonstrate that the operation has been designed to minimize
impacts to the prevailing hydrologic balance.
Item 1 of Exhibit G states that "Irrigation water to downstream users will be passed through with no
changes". However, Item 1 of Exhibit E -Reclamation Plan indicates that the reclamation plan for the
site includes "installation of an irrigation system". Please clarify this apparent inconsistency. If the
applicant is proposing any changes or modifications to the irrigation system presently existing within
the affected area, then specific details should be provided in the application regarding the design,
location and dimensions of the proposed system. These details should include: 1) A description of
how irrigation water passing through any portion of the proposed affected area will be routed through
and/or around disturbed areas and newly reclaimed areas such that erosion and sedimentation will be
effectively controlled; 21 How continuation of flows to water users wilt be maintained during and after
the conclusion of mining, and 3) How adverse impacts to irrigation water quantity and quality will be
minimized.
Item 2 of Exhibit G states that "Ponding of seep water for ORION PIT operations may be requested
from authorized agency". Please be aware that if the gravel extraction operations proposed by the
applicant involve exposing groundwater in the pit, the State Division of Water Resources will need to
be contacted regarding obtaining a well permit and providing an augmentation plan for evaporative
losses. Attached to this review letter is a copy of a July 22, 7 997 Division of Water Resources report
stating that "The proposed operation does not anticipate exposing groundwater. Therefore, exposure
of groundwater must not occur during or after mining operations".
Item 3 of Exhibit G states that "there are no known springs, stock ponds or wells on the affected
land". Please be aware, however, that Rule 6.4.7 (21 (al Requires that the applicant locate on the map
(in Exhibit C) tributary water courses, wells, springs, stock water ponds, reservoirs, and ditches on the
affected land and on adjacent lands where such structures may be affected by the proposed mining
operations. Not all stock water and other types of ponds and water impoundments known to exist
within the hydrologically adjacent area are clearly shown on the Exhibit C map. Additionally, the
Division has received correspondence from surface owners situated immediately down gradient from
the proposed affected area (Bill & Carrie Baikie) indicating that several springs and associated trout
ponds presently exist on their property. Please revise the Exhibit C Map to show all water wells,
springs, ponds, reservoirs, and ditches on the affected and adjacent lands.
In accordance with the requirements of Rule 6.4.7 (2) (bl, please identify all known aquifers within and
adjacent to the proposed affected area.
In accordance with the requirements of Rule 6.4.7 (2) (cl, please submit a brief statement or plan
showing how water from dewatering operations or from runoff from disturbed areas, piled material and
operating surfaces will be managed to protect against pollution of either surface or groundwater.
In accordance with the requirements of Rule 6.4.7 (3), please provide an estimate of the project water
requirements including flow rates and annual volumes for the development, mining and reclamation
phases of the project. Also, per the requirements of Rule 6.4.7 (4), please indicate the projected
amount from each of the sources of water to supply the project water requirements for the mining
00246
6
