EFCI Southfield Mine -Year 2006 Annua[ Hydrology Repa~4 Apri125, 2007
so there is no analytical data enclosed.
Historic stream flow measurements (1979 - 1998) for Newlin, Magpie and Second Alkali Creeks
are summarized in Table 9 Historic Stream Flow Measurements, which has been placed into
Appendix A. Stream flow measurements since 1998 are provided within this text in Table 9. There
was inadequate precipitation received during the winter or spring to generate a flow in Newlin
Creek. Dry creek beds were also observed in Magpie Creek and in Second Alkali Creek. The two
remaining sedimentation ponds (Ponds 4 and 5) did not fill to the point of discharge during 2006
and were lazgely dry. Therefore, no surface water samples were collected during 2006. Historic
field and laboratory water quality data for the surface water monitoring stations on Newlin, Magpie,
and Second Alkali Creeks aze summarized in Tables 10, ] I, 14, 15, and 16.
Ongoing monitoring of surface flows for Newlin, Magpie, and Second Alkali Creeks provides for
identification and evaluation of any future changes in water quality that may result from mining and
related activities. Surface water quantity and quality monitoring results to date indicate no
significant impacts to surface water as a result of mining and related activities.
3.3.2 Loadout Area
The Loadout and adjacent azeas fall within the lower portions of the Oak and Chandler Creek
drainages, both of which are tributary to the Arkansas River. Oak Creek is a perennial drainage
above the municipal well field for the Town of Rockvale. Dependent on water demand and
withdrawal levels for Rockvale, flows in Oak Creek below the well field maybe either perennial or
ephemeral. In azeas adjacent to the Loadout Area, flows in both Oak and Chandler Creeks aze
frequently ephemeral (refer to Section 2.04.7 of the Southfield Mining and Reclamation Plan
document for more details). EFCI monitors stream flows adjacent to the Loadout Area at stations
OC-1 (Lower Oak Creek) and OC-2 (Upper Oak Creek). EFCI also monitors any stonnwater runoff
dischazge from the two active sedimentation structures, Ponds L-1 and L-2, in the Loadout Area.
In the Loadout Area, the current surface water monitoring program includes the following
monitoring stations, located as shown on Figure 2, Loadout Monitoring Locations:
Station Location Designation
OC-1 E''/ONE'/ Section 18 Oak Creek Down Stream
T19S, R69W
OC-2 W'/zNE'/< Section 18 Oak Creek Up stream
T19S, R69W
001 W'/zNW'/4 Section 17 Pond L-1 Outlet (Chandler Creek)
T19S, R69W
002 E%zNE'/< Section 19 Pond L-2 Outlet (Oak Creek)
T19S, R69W
Historic stream flow measurements for the Oak Creek sites aze summarized in Table 9 Historic,
Stream flow Measurements presented in Appendix A. Flow measurements made after 1998 are
presented for all stream monitoring locations on Table 9. The precipitation during the yeaz was
lower than normal such that no flows occurred in Oak Creek during the yeaz. The two remaining
6 41 712 0 0 6 annual hyd mtdoc NWCC INC.
