(5) <br />The fill of. coal waste (technically underground development) began <br />11-15-85. Compaction tests are taken approximately every other day. Ship- <br />ments of coal waste to the site range from 500 to 1500 tons per day, 5-6 <br />days per week. We had anticipated sliut[ing down the project Eor winter but <br />West Elks' need to dispose o~`. coal waste and our inconvenience from the limited <br />bench size caused us to decide to continue. The two major concerns in <br />operating through the winter were the Frost and the snow. To handle the <br />snow the last pass of the day is done with the compactor dragging its blade. <br />iJith a smooth surface most of the snow can be easily bladed oEf the next morn- <br />ing. 'f he frost in the active disposal area does not have a chance Co Ereeze <br />more than a few inches each night. This frost zone is broken up thoroughly <br />each morning and mixed with unfrozen waste being shipped. Compaction test <br />X183 indicated a little frost when the hole was made Eor the rod of the densi- <br />ty meter. This test shocaed one of the potential problems with frost, expan- <br />• lion Erom tl~e water Ireezi.ng. Duc to the possible variation in coal content, <br />a few tests using the 86.4 pci were accepted slightly under the 907,. The need <br />for a moisture correction of the coal waste was more apparent than the col- <br />luvium. The average moisture correction has been M/2.71. Several of the <br />tests using the Proctor value oC 81.6 pcE showed moisture more than 27, <br />under ttiF~ optimum moistum of 14.8%. Anew proctor was run in 12-84 to <br />check tl» moisture problem and the frequent x100% compaction. The new proctor <br />values took care of both problems. Diagram 2 shows the limits oC coal waste <br />fill. The north and south limit line: are the average contact between the <br />wa:ae and colluvium. To maineain an acce:;s road during construction, the bench <br />ranging in elevation from 6180-6400 has not been completely Eilled.
