• Digital Submission of 1996 Annual Reclamation Aepnrt <br /> <br /> Seneca Coal Company (SCC), in cooperation with the Colorado Division of Minerals and <br /> Geology, submits the Yoaet 1996 Annual Reclamation Aepnrt with maps on floppy disc. The <br /> maps are Au to CAD Version 12 drawings with Eile names of Y96TSREM.DWG, Y96REPL.DWG, and <br /> Y965EED.DWG. <br />1996 Disturbance Area <br />The 1996 Annual Aeclama Lion Report, drawing Y96TSREM.DWG, shows [he limits of disturbance <br />Erom January 1, 1996 to December 31, 1996. The disturbance line as shown on this drawing <br />depicts all disturbance associated with the mining operation including haul road and pond <br />construction, topsoil removal and storage, open pits, spoil piles, etc. The area disturbed <br />during 1996 totals 127.4 acres. The area disturbed to date (January 1, 19971 totals 202.4 <br />acres. 9CC hoe stockpiled 145.9 acre-feet of topsoil, see Table 96.1, Topsoil Stockpile <br />Volumes ae of December 31, 1996. Photographs showing topsoil operations are attached in the <br />Exhibits Tab of this report. <br />BackEilling and Grading <br />The overburden removal did not commence a[ Yoast until November 1996. As of January 1, <br />1997, the overburden stripping and coal removal operations have not advanced sufficiently <br />to complete backf filling and grading operations in the vicinity of the box cut. Initial <br />reclamation operations (rough grading) have begun in the box cu[ location and the completed <br />area will be reported in the 1997 Annual Reclamation Report. <br />Miscellaneous Construction Activities <br />During the summer months of 1996, SCC constructed the main haul roads, Road "A" and Aoad <br />•B^ into the Yoast Mine. SCC completed work on the subgrade over the full length of Haul <br />Road 'A', by October. Topsoil was salvaged by wind-rowing it to [he edge of the right-oE- <br />way as well as placing it in stockpiles A, B, and C. SCC also completed construction of <br />sedimentation pond 10 in August, and successfully moved the 650 dragline from the Seneca II <br />Mine to the Yoas[ Mine during October. In order Co walk Che dragline under Che PSCO/WA PA <br />powerlinee along Road "A", SCC disturbed an additional area under the powe clines just west <br />of Road •A". Reclamation of this deadhead road and additional disturbance along the Aoutt <br />County Aoad 27 (RCA27) is scheduled for completion in the summer of 1997. A temporary <br />topsoil stockpile was placed west of the junction of Road "A" and RCA27. This stockpile <br />will be utilized to reclaim the disturbed area along RCA27. <br /> <br />
