Box 308 <br />Marcos, CO a1328 <br />' Dear District Board Members, <br />~ Below is a scenario of events in regards to the Natural <br />; ~ Resources Conservation Service (NAGS) involvement with the <br />gravel mining permits for the Keith, Mars, and Orion gravel <br />r. 1 pits. <br />i <br />On May 4, 1994 I met with David King of Mountain Gravel and <br />4 Construction Company to look at the proposed Keith gravel <br />~° pit located in T35N R14W Sec. 2 and 11. This property is <br />Owned by Raymond Keith. We discussed the type of mining <br />operation that would bs done and what type of reclamation <br />would bs needed. On May 9, 1994 I finished a report on <br />reclamation recommendations and also included climatic data, <br />a11d' information on existing vegetation. This report was sent <br />to Mr. Ring on Kay 13, 1994. On May 31, 1994 I spoke with <br />Mr. Ring over the phone and he stated that ha had not <br />received the report. Another copy o! the report was then <br />sent to Mr. Ring. <br />On August 23, 1994 a reclamation permit application for the <br />Mars gravel pit was received in our office from Mr. Steve <br />Xinney. After reviewing this application I discovered that <br />the location of the Mars pit is the came ae the Keith gravel <br />p1t, except for the addition of soma property located to the <br />north and owned by the Brewster family. i also noticed that <br />the information I had provided to David King concerning the <br />Keith gravel pit had been photocopied, the pit name changed <br />to the Mars pit,. and included in the application. <br />On November 22, 1994 I mat with Steve Kinney in the MRCS <br />of lice to discuss the reclamation permit application for the <br />j Mars gravel pit. Mr. Kinney stated that he needed the <br />F reclamation recommendations and the vegetation, and climatic <br />data originally dons for the Keith gravel pit to be put into <br />the name of the Mare gravel p1t in order for the Mining <br />Board to accept it. I told Mr. Kinney that since the Mars <br />pit included addition propgrty that I had not seen that i <br />would need to look at these areas before I could provided <br />any information. <br />~~1~~ <br />
