Historical soil and spoil quality data for the 1983 through 1988 reclamation blocks are discussed in previous Topsoil
and Spoil Monitoring reports (PCC, 1987 and 1989) and the Annual Reclamation Reports (PCC, 1991, 1992, 1993,
1994, 1999) that have been submitted to the Division. 2001 spoil and soil sampling is included under "Soil" tab.
Spoil Samoline in the Lennox Hiehwall Reduction Area
SCC is required to sample final graded spoil from the Lennox highwall reduction azea on a 300 foot grid and test for
sodium. Exposed sodic strata with an unsuitable SAR level will either be buried in the final pit or covered with two
to three feet of suitable spoil prior to soil replacement. No final grading was initiated in the Lennox highwall
reduction area during the 2001 field season, hence no Lennoz spoil samples are presented here.
Wolf Creek Spoil
SCC is required to sample and analyze final graded spoil from the Wolf Creek mining azea prior to soil replacement.
Spoil is sampled on a 300 foot horizontal grid and tested for pH, acid base potential (ABP), and soil salinity (EC).
Suitable spoil topdressing (subsoil) is replaced prior to soil redistribution where acid strata (pH <5 and ABP <_5) are
encountered. The monitoring progam is outlined on Pages 6-153, 6-153a, 6-164, and 9-40 of Tabs 6 and 9,
• Volumes 3 and 7, Permit C-80-005. No final graded spoil samples were taken in 2001. Analysis for existing graded
areas can be found in the 1994 and ]998 Annual Reclamation Reports, {PWCC, 1995 and SCC, 1999). Soil/spoil
profile sampling was conducted during 2001. Data from that sampling is presented under the Soils tab.
20D1 Soil Replacement Thickness
SCC is required by CDMG to closely observe and routinely inspect soil replacement thickness in the Wadge and
Wolf Creek reclamation areas at Seneca II Mine. This monitoring requirement is included as Item 5 of the Topsoil
Quality Control Program presented in Volume 7, Tab 9, Attachment 9-4, Page 9-41 of Permit C-80-005. Historical
soil replacement thickness information for the 1984 through 1992 reclamation blocks is presented in Table 9-4-3,
Attachment 9-4, Tab 9 of Permit C-80-005, the Second, Third, and Fourth Annual Topsoil and Spoil Monitoring
Reports far the 1987, 1988, and 1989 field seasons, and the Annual Reclamation Reports (PCC, 1990; PWCC, 1991,
1992, 1993; SCC, 1994, 1995, 1996, 1997, 1998, 1999). In addition, Seneca conducted an exhaustive topsoil
redistribution depth sampling program during the Summer of 2000. See Appendix 2000.] for field data of 2000
ARR and statistics. The mean value of topsoil replaced was 1.2 feet for the 575 sample areas that were measured.
2
