Our comments are as follows. <br />Monitoring Frequency <br />Review of the data reported indicate a substantial number of missed visits based on the approved <br />monitoring program in place during 1996. AHR tent blames personnel shortages and dual management as <br />the cause of the omissions and deviations from the approved monitoring requirements. While occasional <br />problems are expected and many times unavoidable, the Division reminds Basin Resources that the <br />expectation is that the operator will strive to complete the hydrologic monitoring exactly as approved. <br />However, due to the fact that the mine was idle and undergoing reclamation during 1996 and the <br />monitoring program was under review for revision and reduction (TR-44), the Division will not pursue <br />enforcement action. Please be aware that the Division anticipates full compliance with the approved plan <br />during 1997 and beyond. <br />Analysis of Data and Determination of Impacts <br />The changes to the hydrologic monitoring program proposed, and ultimately approved, under TR-44 in <br />January 1997, determined those locations necessary [o identify impacts following mine closure. Since <br />mining activities ceased in December of 1995, the Division will evaluate the data collected during 1996 <br />under the monitoring plan approved under TR-44. <br />Surface Water Quantity <br />Two stations on the Purgatoire River are monitored for Flow and field parameters on a quarterly basis and <br />water quality on an annual basis. PRS ? is located upstream of all Golden Eagle mining activities and <br />PRS-3 is located downstream of all mining activities. One water sample was conducted at each of these <br />locations in compliance with the annual sample list from Table 23, page 2.05-47d of the permit. A slight <br />increase in average annual Flow was recorded at [he downstream site, possibly due [o mine dewaterin, <br />early in the year. However, the increase is less than 10% and could be due to flow sampling error and <br />variation. This slight increase in Flow is not sienificant. especially when quality at the downstream site <br />
