The restored rechazge capacity supports the approved postmining land use. Perm~ment <br />impoundments provide a source of water to livestock and wildlife. Spoil springs provide an <br />extended recharge (surface and alluvial) to Trout Creek. Areas of backfill appear to support <br />successful revegetation. <br />Rule 4.05.12(2) Minimizes disturbances to the prevailing hydrologic balance in the permit area <br />and in adjacent areas; and <br />As analyzed below, disturbance to the prevailing hydrologic balance in the permit azea and in <br />adjacent areas has been minimized. <br />Rule 4.05.12(3) Provides a rate of recharge that approximates the premining recharge rate. <br />As explained below, rechazge rates approximate premining rechazge rates. <br />Rule 4.05.13(4) Monitoring Report Requirements <br />Rule 4.05.13(4)(a) The data collected, including analytical results, shall be tabulated on a site by <br />site basis and kept on file at the mine office for inspection by the Division. These data shall be <br />submitted to the Division as required in 4.05.13(4)(c). <br />The data, compiled in AHRs, is maintained at the Routt County Court House (the: mine is in <br />permanent cessation). See Rule 4.05.13(4)(c) below. Data as gathered needs to be kept on file. <br />The operator is asked to start maintaining this information at the Court House. <br />Rule 4.05.13(4)(b) Ground water and surface water data collection shall be based upon a water <br />year (October 1 through September 30), unless otherwise approved by the Division. <br />The report is in compliance with this rule. The Permit Application Package (PAF') calls for a <br />water-yeaz report (page 4.6-139). Cumulative data is presented through September 2004 (October <br />1, 2004). <br />Rule 4.05.13(4)(c) A hydrologic report shall be submitted to the Division annually with the date <br />of submittal determined in consultation with the permittee. The annual hydrologic report shall <br />contain at a minimum: <br />The report is an annual report. It was due February 20, 2005 (PAP page 4.6-139), and was <br />received at the Division on February 25, 2005. The schedule was brought to the attention of the <br />operator. <br />Rule 4.05.13(4)(c)(i) Water quantity data obtained from each monitoring site during the water <br />year; <br />The report is in compliance with this rule.
