As required in Rule <br />6.7 (1) and (2) the mine permit sign has been installed at the <br />entrance to the pit and the boundary has been outlined with red <br />toped posts to delineate the affected lands. <br />On August 8th, 1991, Mr. Berhan Reffelew visited the pit on <br />an annual inspection, we will reply to some of his concerns in <br />this report. The biggest concern was the lack of Topsoil stock- <br />piles in Stages X, Y, and 1. The Soil Conservation Service soils <br />report in the original application indicated there was no topsoil <br />on the site adjacent to the river where these stages are located. <br />Please review their comments on pages 33 thru 34 in the applica- <br />tion book as well as our statements on page 15 paragraph 2. We <br />are in compliance with the permit as approved. This confusion on <br />the amount of topsoil available may have come from the statements <br />on soil in the Amendment that added Stages 4 , 5 and V north of <br />the river. These stages have more soil that the stages along the <br />river. Mining and reclamation continued according to the mining <br />and reclamation timetable submitted in the Amendment approved in <br />1981. <br />Please refer to the map attached for locations of the areas <br />discussed in this report. This map does not show the entire <br />permit area, only that area south of the river that is affected by <br />the operation at this time.
