'~

1

Ms. Richael Michels
Latimer County Planning Division
June 20, 1995
Page 6
' G. Project Description
1. Narrative explaining operation in detall. Connell is requesting permission to mine
sand and gravel on leased property located west of Interstate 25 about '/z miles south
of Harmony Road. This site is just south of their current mining operation known
' as the Stute Pit. Connell supplies local, county, and state governments as well
private industry with aggregate and asphalt. The Wellington Downs operation will
' eventually replace Connell's operations at the Stute Pit.
The Division of Minerals and Geology (DMG) Exhibits C through F have been
' included to show more detail of the mining and reclamation plans. They have been
altered to reflect the changes recommended in the CTR.
Connell expects to mine and reclaim the Wellington Downs site in eight to ten yeazs.
Connell will limit the amount of disturbance at any one time by mining and
reclaiming the Wellington Downs property concurrently. Connell expects to mine
between 10 and 15 acres per yeaz. The phases depicted in the Pre-Mining/Mining
plan map aze used to indicate the direction of mining. These phases aze neither
' representative of the maximum azea of disturbance nor do they limit disturbance to
a particulaz phase. There will be a maximum 37.3 acres of disturbance at any one
time.
The processing equipment will be relocated to the Wellington Downs site
' immediately following the approval to operate at this site, while the asphalt batch
plant will remain at the Stute Pit for three to five more years.
' The final reclamation plan for the site is a lined water storage reservoir.
2. Expected number of clients/patrons per dav. Connell serves anywhere between 50
and 100 clients a year. Due to the nature of their business, as a supplier of asphalt
and sand and gravel base materials, they generally get hired for larger contract
projects that require a large quantity of material. As mentioned above they serve
' local and state governments and private industry.
3. Number ojemployees. Connell will employ about 20 people at this operation.
4. Days and hours of operation. Monday through Saturday, 7:00 a.m. - 6:00 p.m.
1 Maintenance of equipment will be between 6:00 p.m. - 9:00 p.m.
