There was no activity in August therefore the fourth
quarter covers September through November 1985. I, Larry M. Reschke, P.E.,
continued to be project engineer for this quarter. Jim Stover, P.E., of Powderhorn
Coal Company continued to assist in the inspection of the dirt work associated
with the project and Henry A. Barbe, Environmental Specialist for Powderhorn
Coal Company assisted in the revegetation work.
The work this quarter primarily consisted of placing the 4' of cover on the out-
• slope of the bench. Other work accomplished included: placing additional rock
around the toe, installing the remaining four stability monuments and a piezo-
meter, and seeding and mulching the outslope of the bench.
The project started up again on September 17, 1985. The plan called for placing
the cover contemporaneous with the waste placement. This was done to an ele-
vation of 6360-6370' but was discontinued due to the wet winter of 1984-85. An
excavator and two trucks were used to load and haul the colluvium stockpiled
at the toe of the bench and in the edge of .the #1 pond. A T D-20 dozer was
used to spread and compact this material after being dumped at the crest of the
top and middle benches. Additional drying time was generally required between
hauling and spreading this material. Topsoil was spread the last couple days
of the cover project. The areas covered with 4" or more topsoil were the south
third of the upper bench and the north third of the lower bench. This arrange-
ment for topsoil placement was partially due to the tight supply of borrow material
near the end of the project. The attached compaction tests, #188-205, were taken
in the 20, 000 cy of cover material placed. (Along with the field data lab moistures
. were run on five tests to make moisture corrections.) All of the test results
indicated adequate compaction once the moisture corrections were made. Weather
