<br />San Luis Project Phase n Rain 1 Pxpanaion -Final Conawction Rcport <br />' 3.0 CONTRACTORS <br />Two contractors and three engineering firms, as well as BMRI, participated in the construction of <br />the tailings disposal area expansion. <br />Southway Construction of Alamosa, CO (Southway) was contracted to perform the earthwork <br />1 components of the construction. Serrot Corporation of Las Vegas, NV (Serrot) was contracted to <br />furnish and install the synthetic liner. S1tK was contracted to provide technical oversight, <br />construction monitoring and quality control testing for the duration of the construction activities. <br />Davis Engineering of Alamosa, CO was contracted to provide surveying services during the <br />construction. Water Waste and Land of Fort Collins, Colorado was contracted to provide <br />' independent third-party construction monitoring for the Division during the latter stages of the <br />construction activities. <br />' BMRI provided additional equipment and personnel to supplement the contractor and engineering <br />' groups. BMRI hauled fill to the raise embankment, relocated all tailings and return water piping, <br />provided additional construction monitoring of liner subgrade preparation and liner cover placement, <br />provided additional surveying and inspected all phases of liner deployment (in addition to SRK and <br />' Serrot). <br />' 4.0 CONSTRUCTION <br />4.1 Earthwork <br />' The earthwork contractor, Southway Construction, mobilized to the site on July 22, 1993 and <br />demobilized on December 11, 1993. <br />Initial construction began with clearing, grubbing and topsoil removal from the impoundment <br />' expansion area and regrading of the interior slopes of the south dike adjacent to the south edge of <br />the permit boundary. Construction of the north and east dikes, located between the mill crushing <br />facilities and the tailings disposal area and the eastern edge of the facility, respectively, were <br />completed to the ultimate crest elevation of 8620 ft. These dikes are depicted on Drawing 14719- <br />101 which presents the as-built facility layout. <br />ay ~ 9 sect o. <br /> <br />
