<br />' San Luis Project Phase fi Raise 1 8zpansan -Final Conawction Report <br />' • Letter from ALrna Scott to Larry Oehler dated July 12, 1993 and accompanying <br />' report entitled San Luis Mine, Phase II, Raise 1 Design Report, dated July 13, 1993; <br />• Letter from Anne Baldridge to Larry Oehler dated October 15, 1993 and <br />' accompanying report entitled Construction Status Report, San Luis Project, Tailings <br />Disposal Area, Phase II, Raise 1 dated October 13, 1993. <br />' Detailed records and data relevant to the overall construction activities were maintained throughout <br />' the construction activities and are included as appendices to this report. <br />' 2.0 BACKGROUND INFORMATION <br />' On March 23, 1990 the Mined Land Reclamation Board approved the San Luis Project Permit <br />Amendment for the design, construction and operation of a thin layer deposition tailings disposal <br />' facility. The approved design called for an initial embankment construction follmwed by two raises <br />to the embankment during the life of the operation. Although the raises were part of the approved <br />permit, BMRI committed to provide field verification of the tailings disposal saes performance to <br />' the Division of Minerals and Geology (Division) prior to commencing the construction activities. <br />Construction of the initial embankment and disposal area commenced on July 9, 1990 and was <br />completed by July 1, 1991. A final Ccnstrnction Report (July 1991) was prepared by Steffen <br />Robertson and ICirsten (SRK), the design firm and construction quality assurance and quality control <br />(QA/QC) contractor, and submitted to the Division. <br />' Prior to beginning construction of the first raise, BMRI submitted a notification letter to the Division <br />dated July 12, 1993 and the Phase II Raise 1 Design Report dated July 13, 1993 in confirmation of <br />' the approved design. The Division responded with questions on the Design Repotrt. BMRI prepared <br />responses and submitted them to the Division on July 28, 1993. The Division had additional <br />questions, but on August 19, 1993 verbally agreed to placement of the first ten feet of the <br />embankment raise fill while BMRI responded to the Division's remaining concerns. Raise fill <br />placement proceeded in an intermittent fashion as issues and concerns arose and were addressed. <br />' Raise construction was completed to the final elevation of 8605 ft on December 11, 1993. <br />' sy Z lec[ o. __ <br /> <br />
