<br /> <br /> <br /> <br />1 <br />1 <br /> <br /> <br />1 <br /> <br />1 <br /> <br /> <br /> <br /> <br />1 <br /> <br /> <br />San Luis Project Phase U Rain 1 Expansion - Fiul Canetruction Report <br />6.0 CONSTRUCTION QUALITY ASSURANCE AND QUALITY CONTROL (QA/QC) <br />6.1 General <br />SRK, the design firm, was retained by BMRI to provide QA/QC testing and full-time on-site <br />monitoring of the Contractor's activities. This QA/QC testing and monitoring was required and <br />described in the original permit and permit amendment. Additional testing to verify that design <br />objectives were met with the construction materials and procedures utilized were required by the <br />Engineer. These tests included spot permeability testing of the raise fill and liner cover/drainage <br />blanket as well as specification conformance testing of the liner cover/drainage blanket layer as <br />described in Section 5.4.2. <br />In addition, the Owner implemented QA/QC monitoring procedures to further vettify that the design <br />objectives were met. The QA/QC adopted by the Owner included visual inspection and <br />acceptance/rejection of all earthwork and liner materials, third party geomembrane liner <br />conformance testing (as described in Section 5.5.3) and monitoring all contractor safety procedures. <br />These QA/QC procedures were outlined in the Technical Specifications presented in the Phase II, <br />Raise 1 Design Repoli. <br />Details of the QA/QC monitoring and testing results are described in the following sections. <br />6.2 Earthwork <br />6.2.1 Raise Fill <br />QA/QC testing of the raise fill resulted in no failing insitu densities with the exception of the access <br />ramps which were end dumped at the north and south abutments of the raise. These ramps were <br />removed and replaced with properly placed and compacted fill. All compaction tests met or <br />exceeded the minimum 85 percent of maximum dry density (ASTM D-698) specified. <br />Gradation tests indicated that the fill material has met the revised specification for gradation <br />requirements. Laboratory permeability testing of samples of the embankment fill placed at a similaz <br />density to that achieved in the fill resulted in a coefficient of permeability ranging from 5.1 x 10~ <br />cm/sec to 1.1 x 10-s cm/sec (3 tests).
